Working Conditions:

Physical:
The work involves prolonged exposure to the public in an open environment. There is constant exposure to noise from office equipment, the clients and co-workers.

Psychological:
The ability to deal with stressful situations is essential for the incumbent.

Exposure to unpredictable and uncontrollable volumes of mail, or a room full of applicants may result in multiple demands for resources and pressure within tight service standards.

Exposure on a daily basis to a number of complex and/or urgent cases requires a shift in priorities. The work requires discretion to minimize possibility that discussions between clients and agents may be overheard. 

There are frequent interruptions from colleagues, callers, applicants and visitors. There is a continuous requirement to deal with imposed service standards, report deadlines and to satisfy multiple concurrent demands made by management resulting in continuous intellectual and psychological effort.

Intent of the process

This process is being run simultaneously with selection process number 2017-CSD-EA-AB-15770. For all of the common qualifications, the same assessment tools will be used. Should you apply on all processes, you will be assessed for the common qualifications only once and the assessment will be applied to all processes. Separate pools of qualified candidates will be established for each process.

A qualified Pool of candidates will be established, and may be used to staff future vacancies (including similar positions, on a deployment, indeterminate, acting, assignment/secondment, specified period or Casual basis, at full or part time hours).

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification. Failing to do so could result in your application being rejected.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

***Candidates must answer all screening questions, clearly demonstrating how they meet the essential criteria and, if applicable, asset qualifications within the specified word maximums. You must clearly identify WHEN and WHERE the qualification was obtained, and substantiate HOW you meet the qualification using concrete examples. Failure to do so will result in the rejection of your application.

***Your résumé must be submitted, and may be used as a secondary source to validate the experience and examples stated in the screening questions.


EDUCATION
A secondary school diploma or employer-approved alternative (a satisfactory score on the PSC test approved as an alternative to a secondary school diploma).

Degree equivalency

EXPERIENCE
Experience in delivering services or programs to the general public involving obtaining and providing information requiring explanation or clarification.

Experience in using technology including Internet and email.

*Candidates interested in Bilingual positions who do not have Second Language Evaluation (SLE) results or whose SLE results have expired, will be required to be assessed. If required to do so, candidates must make themselves available on the scheduled testing date unless they have a valid reason which, if any, will be determined by the selection board, and may require a medical certificate.

EDUCATION
Successful completion of two (2) years post-secondary education from a recognized post-secondary institution (e.g. community college, CEGEP, university).

Degree equivalency

EXPERIENCE
Experience in providing services to the general public involving obtaining and providing information requiring explanation or clarification (6 months cumulatively over the past three years).

Experience in applying legislation, policy and/or detailed procedures to specific situations in support of decision-making.

OPERATIONAL REQUIREMENTS
Willing and able to travel to and work at the service area’s alternate locations and to alternate points of service, based on operational requirements.
Willing and able to work outside core hours, including evenings and weekends, as per operational requirements.
Willing and able to work overtime as required.

Selected candidates will be required to successfully complete a 3-week full-time (37.5 hours per week) training course (travel may be required) and a structured 10-week apprenticeship program in order to qualify for continued employment.

Conditions of employment

Willing and able to travel for extended periods for training purposes.
Willing and able to work scheduled shifts and weekends as required.

Note: Upon successful completion of the apprenticeship program, candidates will require Secret security clearance in alignment with duties requiring access to Secret designated areas and/or materials

EDUCATION:
You must clearly indicate your education level. Proof of education will be requested at the assessment stage of this process.

Candidates with foreign educational credentials are required to provide proof of Canadian equivalency. 
You may consult the Canadian Information Centre for International Credentials at www.cicic.ca for further information.

Failure to provide proof of education and/or Canadian equivalency will result in the rejection of your application.

ASSESSMENT:
A variety of assessment tools will be used. You will be advised of these tools at each assessment phase of this process.

You must indicate on your application if you require a technical aid for testing or an alternative method of assessment.

A test may be administered.

A data entry test will be administered.

Interviews will be conducted.

A role play may be administered.

The assessment testing may be administered on weekdays, evenings and/or weekends. Applicants must be available for testing and/or interviews at prescribed locations in western Canada. 

Tests/interviews will be conducted at the location(s) of the employer's choice and may require candidates to travel to the test/interview location(s).

Failure to attend assessments as scheduled may result in the rejection of your candidacy.

All communication relating to this process, including email correspondence may be used in the assessment of qualifications.

Reference checks will be conducted. Contact information (email address and telephone number) for 2 references at supervisory level must be submitted when requested.


SELECTION REQUIREMENTS:
The essential qualifications that are listed are mandatory. Interested persons must meet each of the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. 

A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Top-down ranking can be used at any stage of the assessment process where only the top scoring candidates will be invited to the next stage of the assessment. Please note that different pass marks and cut-off scores can be used at various stages of the assessment process. Candidates who attain the pass mark might not be further considered in the process if they do not achieve the cut-off score

Random selection may be used to identify which applicants will be assessed in this appointment process.

Successful candidate(s) must meet and maintain the Conditions of Employment throughout their employment.

TENURE:
Successful candidates who are already employed with the Federal Public Service may be offered an assignment-secondment (approval from current manager is required) to the position in order to complete the Passport Officer Training Course and Qualifying Period. After successful completion of the training and Qualifying Period, candidates will be deployed to a Passport Officer position with no changes to their respective tenure/period of employment. Candidates who do not successfully complete the training and Qualifying Period will return to their substantive position. 

Persons appointed from outside the public service will be on probation for the duration of the term (should the term be 12 months or less).

Please note that casual workers are hired for specified periods that may not exceed 90 working days in one calendar year, in a department or in an agency to which the Public Service Commission (PSC) has exclusive authority to make appointments.
