운전중 소형전자기기 사용금지가 충돌사고를 감소시키지 못한다는 연구 결과가 발표돼

지난 7월 15일부터 매니토바주에서는 교통사고를 감소시키기 위하여 운전중 소형전자기기 사용금지를 법률(provincial law banning hand-held communication devices)로 정해 시행하고 있습니다.

지난 7월 15일부터 8월 31일까지 통계로 보면 위니펙경찰(Winnipeg police)은 290건을 적발하여 벌금티켓을 발부했고, 브랜든경찰(Brandon police )은 7월15일이후로 벌금티켓 24건을 발부했다고 합니다. 벌금은 $199.80 입니다.

경찰에 따르면, 주의가 산만해지면 충돌사고를 겪을 확율이 그렇지않을 경우보다 35배에 이른다고 합니다. 매니토바주에서 운전자가 운전중 소형전자기기 사용금지 법을 준수하는 비율이 90%로 안전벨트 착용 준수 법을 지키는 것 만큼이나 잘 지킨다고 하네요. 안전운전이 제일이죠.

그런데 오늘 신문에 오른 기사를 보니, 미국 고속도로 손실자료 학회(American Highway Loss Data Institute)에서 발표한 자료에 따르면, 자동차 운전중 휴대폰 통화나 문자메세지 전송 등을 금지하는 것이 자동차 사고를 줄이는데 별로 도움이 되지 않는다고 합니다. 자세한 내용은 아래 기사를 참고하세요.

A new study says bans on texting and driving don’t reduce crashes and could even increase them.

The study was released today by the American Highway Loss Data Institute.

HLDI researchers studied collision claims during the months immediately before and after driver texting was banned in California (January 2009), Louisiana (July 2008), Minnesota (August 2008), and Washington (January 2008).

They found the bans didn’t have an impact on reducing collisions.

"Texting bans haven't reduced crashes at all. In a perverse twist, crashes increased in 3 of the 4 states we studied after bans were enacted. It's an indication that texting bans might even increase the risk of texting for drivers who continue to do so despite the laws," says Adrian Lund, president of both HLDI and the Insurance Institute for Highway Safety in a release.

The study said noncompliance is a likely reason texting bans don’t reduce collisions.

The survey’s results suggest that many drivers, especially younger ones, shrug off these bans. Among 18-24 year-olds, the group most likely to text, 45 per cent reported doing so anyway in states that bar all drivers from texting. This is just shy of the 48 per cent of drivers who reported texting in states without bans. Many respondents who knew it was illegal to text said they didn't think police were strongly enforcing the bans

The study was released as Winnipeg police gear up to mount another enforcement blitz on Manitoba’s cell phone and texting ban.

Between July 15 -- when the new provincial law banning hand-held communication devices took effect -- and Aug. 31, the latest date for which stats are available, Winnipeg police handed out 290 tickets. The fine is $199.80.

Police would prefer more drivers got the message they're 35 times more likely to get into a collision when distracted, especially when holding an electronic device.

In Brandon (pop. 41,500), police have ticketed 24 motorists since July 15.

City police say it will probably take a significant period of time for drivers to show the same compliance for the cell phone law as they do for wearing a seatbelt (more than 90 per cent).
