매니토바 주정부는 오늘 매니토바주의 모든 기존 집들에게 일산화탄소 탐지기(carbon monoxide detectors)를 의무적으로 설치하라고 강제하지 않을 것이라고 발표했습니다.
매니토바주의 화재국장(provincial fire commissioner)인 크리스 존스(Chris Jones)에 따르면, 새로운 법의 규정에 따라 의무적으로 일산화탄소 탐지기(carbon monoxide detectors)를 설치해야 하는 곳은 오직 새로 짓는 주택과 아파트, 대규모 개보수를 하는 주택에만 적용될 것이라고 말했습니다. 매니토바주는 캐나다 연방에 속한 주중에서 새로 짓는 집에 의무적으로 일산화탄소 탐지기(carbon monoxide detectors)를 설치하도록 한 첫번째 주가 되었습니다.

어떻게 일산화탄소 문제를 방지하거나 고칠 수 있나
-- 보일러, 벽난로, 가스 스토브, 물히터 등 연료를 태우는 가정용 기구들이 잘 동작하도록 잘 관리한다. 일년에 최소 한번 전문가에게 점검을 받고 가스 스토브는 환기장치 후드를 사용하는지 확인한다.
-- 절대로 바베큐 그릴을 실내에서 사용하지 않는다. 그리고 특별히 실내에서 사용가능하게 디자인이 된 것이 아니면 등유 또는 기름 램프는 폐쇄된 곳에서 사용하지 않는다.
-- 실내 차고에서는 차량의 시동을 걸어놓지 않는다(특히 실내 차고 문이 닫혀 있을 때는 더욱). 실내 차고와 집을 연결하는 문은 항상 닫아놓는다.
-- 실내 차고 안에서는 석유로 동작하는 잔디깍는 기계, 잔디 다듬는 기계, 또는 눈을 날려보내는 기계 등을 절대로 동작시키지 않는다.
-- 캐나다 표준 협회(Canadian Standards Association,CSA)가 승인한 일산화탄소 탐지기(carbon monoxide detectors)를 구입해서 알람을 들을 수 있는 장소에 설치한다. 배터리 백업기능이 있는 콘센트식 일산화탄소 탐지기는 철물판매점에서 약 35불정도에 살 수가 있습니다.

Detectors mandatory after CO scare in city

Every home in Manitoba will be required to install a carbon-monoxide detector by April.
The province will be the first in Canada to mandate the inexpensive life-saving devices, a government spokeswoman confirmed.
Sources of carbon monoxide that can pollute indoor air:
-- Fuel-burning appliances such as furnaces, fireplaces, gas stoves and water heaters, especially those that are not properly vented or maintained.
-- Chimneys that are blocked or dirty;
idling vehicles in garages attached to homes or buildings.
-- Barbecues, grills, space heaters and other non-vented fuel-burning appliances that are designed for outdoor use; and
-- Tobacco smoke.
Manitoba's Building Standards Board approved amendments that require battery-operated or hard-wired detectors for the poisonous gas be installed in existing homes. New home construction will require hard-wired CO detectors.
Some owners of older homes currently have plug-in detectors that will not meet the new standards.
Ontario is also considering making carbon-monoxide detectors mandatory in homes. Members of all three parties supported a Progressive Conservative private member's bill on second reading this month, sending it to a legislative committee for further study.
Six Winnipeggers narrowly survived carbon-monoxide poisoning earlier this week. A former Ontario firefighter is using the near-tragedy to educate Canadians on the silent killer's dangers.
"My first reaction when I heard was 'I'm glad nothing happened, but God, we need to get out there and do something,' " said John Gignac, who established the Hawkins-Gignac Foundation for CO Education after carbon-monoxide poisoning took the lives of his niece and her family in December 2008. He never wants to see a similar tragedy.
"If I only get one message across, it is to get a CO detector, or buy a detector for someone you love," urged Gignac. "What better Christmas gift could you give? It would make you feel pretty good if you saved your family's lives."
The Winnipeg case involved two families living in an Alfred Avenue home. They managed to escape their home early Wednesday morning, but were all sent to hospital suffering from carbon-monoxide poisoning
Manitoba Hydro spokesman Glenn Schneider said the Winnipeg Fire Paramedic Service found extremely high levels of carbon monoxide inside the home. The problem was traced to a defective furnace vent or valve.
"It's strictly a knowledge issue. People are ignorant about the issue. It's the silent killer," Gignac said from his Brantford, Ont. home. "People tell me 'I don't think we need it.' How could you say that? Because of a lack of education, people don't realize they need one. Once they learn, they say they can't afford one."
That is the issue Gignac's foundation is trying to address. With the help of local fire departments, Gignac hopes to spread the word on prevention and provide detectors to needy families in order to prevent needless deaths.
He believes CO detectors should be mandatory in homes across the country. In Winnipeg, detectors are already mandatory in new homes under the National Building Code.

Carbon monoxide gas linked to death of man in Saskatchewan seniors home
HUMBOLDT, Sask. - A resident of a seniors home in Saskatchewan has died after being exposed to carbon monoxide gas.
The man was among 24 residents of St. Mary's Villa in Humboldt who were forced from the home on Boxing Day because of a leak in a boiler.
The Saskatoon Health Region says the man —believed to be in his 80s — was chronically ill.
But Dr. David Poulin, a health region spokesman, says the colourless and odourless gas was probably a factor in his death.
An elderly woman remains in Humboldt hospital because of her exposure to the gas and complications from heart problems.
Poulin says the death may raise questions about the use of carbon monoxide detectors in health-care facilities across Saskatchewan. (CJME)
겨울들어 날씨가 추워지다보니 난방을 위해 전기난로, 보일러, 벽난로 등을 사용하다가 불완전연소로 인해 발생한 일산화탄소 중독으로 목숨을 잃는 경우가 많이 신문에 실립니다. 며칠전에는 미국 플로리다 모텔에서 크리스마스 쇼핑을 했던 친구친척들이 집단으로 일산화탄소 중독으로 목숨을 잃었고 위의 신문기사처럼 매니토바주에 사는 한 가족이 목숨을 잃을 위험에서 간신히 살아나왔고 서스캐처원에서도 빌라에 있는 주민들도 집단으로 일산화탄소 중독증상을 보여 병원으로 실려갔다고 합니다.
집에 있는 천연가스 보일러가 잘 동작을 하는지, 잘 연소가 되는지 점검도 해 봐야 하겠습니다. 또 추위을 피해 방 안에 둔 전기난로도 화재위험이 없는지 잘 때 혹 일산화탄소가 발생할 수 있는지 확인을 해야하겠습니다. 휴대용 이동식 히터(난로)눈 화재위험을 막기위해서라도 잘 때는 무조건 끄고 가는 것이 안전할 것 같습니다.
