2008년 연방의원선거 - 보수당 승리, 과반수 달성에는 실패

지난 2008년 10월 14일 연방총선에서 보수당이 143석의 의석을 차지함으로서 재집권에 성공을 했고, 또한 매니토바주에서도 14석의 연방의원중에서 과반을 넘는 9명의 보수당 의원을 확보하게 되었습니다.

매니토바주의 선거결과를 보니 14석의 의석중 보수당이 9석, 신민주당(NDP)이 4석, 자유당이 1석을 차지하게 되었습니다.

자유당은 10여년전에는 매니토바주의 연방의원 14석중 12석을 차지하는 다수당이었는데, 이번 선거로 기존의 3석에서 2석을 잃고 겨유 1석만 유지하는 소수당으로 전락하게 되었습니다.

스티븐 하퍼의 연방보수당이 14일 총선에서 재집권에 성공했다. 보수당은 그러나 목표했던 다수집권에는 실패하며 '절반의 승리'에 만족해야 했다.

최종 개표결과 보수당은 총선일정 발표 때보다 16석이 늘어난 143석을 얻었으나 전략지역이었던 퀘벡주에서의 부진으로 과반의석(155석)에는 크게 미치지 못했다. 반면 자유당은 제1야당의 자리는 어렵지 않게 지켰지만 95석에서 76석으로 의석이 급감했다.

보수당은 자유당의 전통 지지기반인 남부 온타리오주와 토론토 외곽('905' 지역)에서 기대이상으로 선전했지만 퀘벡공략에 실패함으로써 '소수여당'이라는 굴레를 벗지 못했다.

한편 1867년 연방 탄생 이후 가장 낮은 26%의 득표율에 그치는 망신을 당한 자유당은 책임론과 물갈이 공방에 휩싸일 전망이다. 자유당 내외에서는 스테판 디옹 당수가 경질을 피할 수 있는 마지노선을 90석 안팎으로 내다봐왔다.

'안방' 퀘벡에서 캠페인 초반 집권 보수당에 최고 12%포인트까지 뒤졌던 연방퀘벡당(BQ)은 하퍼의 문화·예술계에 대한 지원삭감 및 14세 이상 미성년 범죄자에 대한 형사처벌 강화조치 등에 따른 지역유권자들의 거부반응 덕분에 50석을 고스란히 유지하는 어부지리를 누렸다.

신민당(NDP)은 뉴펀들랜드주와 북부 온주 등에서 승전보를 전하며 7석이 늘어난 37석을 수확했다. 그러나 녹색당은 6.8%의 적잖은 득표율에도 불구, 국회입성에 실패했다. 노바스코샤주의 센트럴노바 선거구에 출마한 엘리자베스 메이 녹색당수는 지역 현역의원인 피터 매케이 국방장관에게 패하며 주요정당 당수 중 유일하게 금배지를 달지 못했다. 이밖에 무소속후보 2명이 당선의 영광을 안았다.

하퍼는 재집권이 확정된 15일 새벽 "글로벌 금융위기로부터 국가경제를 보호하기 위해 모든 정당에 협조를 요청할 계획"이라며 "초당적 공조를 통해 우리 경제가 금융위기라는 폭풍 속에서도 흔들리지 않을 것임을 국민들에게 확인시킬 것"이라고 말했다. 디옹 자유당수는 "하퍼 총리에게 축하인사와 함께 어려운 경제상황을 타개하기 위해 최선을 다해 협력할 것을 약속했다"고 밝혔다.

한편 디옹 당수는 "제1야당 지도자 역할을 충실히 수행하겠다"며 당수직에서 물러날 의사가 없음을 분명히 했지만 자유당 내에서는 이미 당수교체 불가피론이 강하게 제기되고 있다. 폴 마틴 정부에서 연방환경장관을 지낸 디옹은 분열된 진보세력의 통합을 통한 정권교체를 노려왔으나 줄곧 '지도력 부재' 논란에 시달려왔다.

디옹은 특히 이번 총선의 경우 경기침체에 대한 우려가 확산되는 가운데서도 탄소세 도입을 골자로 하는 '녹색변화(Green Shift)' 정책을 고집함으로써 부동층 유권자들이 자유당에 등을 돌리게 만들었다는 평가를 받고 있다.

자유당은 내규에 따라 총선 이후 반드시 당수에 대한 '중간평가'를 실시해야 한다. 이를 위한 전당대회는 내년 5월 밴쿠버에서 열릴 예정이다.

Liberals lose two seats in Manitoba

And then there was just one.

A little more than a decade after the Liberals held 12 of the province’s 14 seats, there is just a solo Grit MP from Manitoba still standing this morning.

Anita Neville kept the party on the provincial map by holding off Tory challenger Trevor Kenner in Winnipeg South Centre by a margin of 16,438 to 14,108 votes.

But there was no holding on for Ray Simard in St. Boniface and Tina Keeper in Churchill, who were both swept away without much of a fight.

The upsets leave Manitoba with nine Tories, four New Democrats, and one Liberal

Taking out Simard by a wide margin was Winnipeg Police officer-turned-Tory Shelly Glover, who scored 18,930 votes to Simard's 14,312. In Churchill, Niki Ashton of the NDP dispensed with Keeper who had used a vote split to her advantage to win their first battle in 2006.

But the free-fall in Liberal fortunes was just half of the campaign story to emerge in Manitoba Tuesday night. The other big story was the way the Conservatives have come to dominate the province at the federal scene.

With the Tory seat count now at nine, the party can boast that nearly one in every two Manitoba voters marked their ballot for a member of Stephen Harper’s team.

As well as gaining St. Boniface, the Conservatives also retained their hold on eight other Manitoba ridings.

Treasury Board president Vic Toews in Provencher, and MPs Rod Bruinooge in Winnipeg South, James Bezan in Selkirk-Interlake, Steven Fletcher in Charleswood-St. James-Assiniboia, Joy Smith in Kildonan-St. Paul, Merv Tweed in Brandon-Souris and Inky Mark in Dauphin - Swan River were all re-elected.

Tory Candice Hoeppner succeeded in her bid to replace the retiring Brian Pallister in Portage-Lisgar, winning by more than 17,000 votes against nearest challenger Liberal Ted Klassen.

New Democrats retained all three of their Winnipeg seats handily.

New Democrat Jim Maloway will succeed retiring long-time MP Bill Blaikie in Elmwood-Transcona, beating Conservative Thomas Steen by 14,335 votes to 12,653.

MP Pat Martin’s ability to provide sound-bites has earned him nation-wide recognition and also helped make him a force on the local political scene, as was evident by the size of his fifth straight victory in Winnipeg Centre.

Martin racked up 12,202 votes to 5,400 for Tory Kenny Daodu.

In Winnipeg North, New Democrat Judy Wasylycia-Leis marked her fifth straight win.

With more than 14,097 votes, Wasylycia-Leis trounced Tory Ray Larkin (5,033) and Liberal Marcelle Marion (2,075). Green Party candidate Catharine Johannson garnered 1,006 votes or five per cent.

In Churchill, Ashton defeated Liberal incumbent Tina Keeper in Churchill by a vote of 8,600 to 5,181 with three polls outstanding.

In her first federal run in the sprawling Churchill riding in 2006, Ashton didn't just have to battle Keeper. She also had to take on ex-NDP MP Bev Desjarlais, who was running on the ballot as an independent.

But this time out, Ashton didn’t have to worry about any vote-splitting, and as a result, she's heading to Ottawa.

As a prize for taking back one of the largest ridings in the country for the NDP, Ashton will be able to boast that her pay-packet as MP will top that of her father, Steve, who is a cabinet minister in Gary Doer's provincial government.

Ashton's victory knocks off an incumbent who was one of the star Liberal recruits in the 2006 race. Not only was Keeper a big-time Canadian television star with the hit show North of 60 on her resume, her aboriginal background made her a dream candidate for a northern riding with no shortage of First Nations voters.

Keeper even brought in former prime minister Paul Martin to help boost her campaign this time round. But NDP leader Jack Layton countered with one last visit to Thompson in the last week of the campaign.
